Charles Edward Tobey was born on February 17th, 1846 in Vassalboro, Maine. He was the first of three children to Edward George Tobey and Charlotte Fenno. He enlisted in Maine on March 30th, 1865 at 19 years old, and was mustered into service that same day as a Private with Company B, 1st Battalion, 15th Maine Infantry. He joined the 15th Maine Infantry in Shenandoah Valley, Virginia, he was there briefly until the Regiment moved to Washington D.C. for provost duty. He was there until May 23rd, 1865 when the Regiment moved to Savannah, Georgia and remained there from May 31st to June 4th, 1865. On June 4th, 1865, the Regiment moved once again, this time to Georgetown, South Carolina. Charles remained in South Carolina for duty until April 5th, 1866, when he was mustered out as a Corporal.

After the war, Charles made his way to Minnesota where he met and married Letitia "Lettie" Hardy of Indiana in 1871. They settled in the town of Collinwood, Minnesota where three of their four children, Samantha, Minney, and Malvin would be born. Around 1885, the family moved back to Charles' hometown of Vassalboro, Maine, where in 1884, their son George was born. Charles died at the age of 73 on March 16th, 1919 in Vassalboro, Maine. Charles is buried in the Cross Hill Cemetery in Vassalboro next to his wife Letitia who died in 1939.
